Today’s international economic scenario features two remarkable counter-tensions: fragmentation and globalisation, which together could erode State competencies and lead to the privileging of other players in the system.
Nowadays, the focus of global competition has come to reside among the top regional and sub-national systems. Regional economies seem to be playing a key role in responding to the world economic and financial crisis and designing new rules of governance, competition and cooperation among the world’s leading countries.
This suggests that a new political vision of the world should incorporate a stronger identity for the top regional economies. The importance of regional governments, in fact, is in need of a strong re-affirmation; far from undermining national-level and macro-regional integrity, their development can actually make a major contribution to stability.

The goal of the World Regions Forum is to offer one possible response to the new role of the Regions.
The Regions have met in Milan to share and integrate their expertise, excellence and best practices, which are then put at the disposal of their own communities and the entire world. The successful resolution of globalisation-related problems often calls for specific “capabilities" that do not always fall within the reach of single Subnational Governments. For the development of these “capabilities”, a preliminary sharing of ideas and best practices is necessary.
The overall objective of the Forum is to develop an effective network among leading regional economies in order to:
- contribute to resolving the global crisis;
- improve cultural, social and commercial relations;
- create opportunities for less developed systems, too.
This endows Regions with a mechanism for supporting collective actions based on similar interests and motivations.
The primary objective is the economic growth of regions and regional systems (centres of commerce, science and scholarship).
